Berlijn 1967. Door Amerikaanse anti-oorlog bewegingen geïnspireerde studenten gaan de straat op om te protesteren tijdens het bezoek van de Iraanse Sjah. Het protest wordt echter neergeslagen door de agenten van de Sjah en heeft ingrijpende gevolgen. Vanuit haar huiskamer volgt Ulrike Meinhof (Martina Gedeck) de ontwikkelingen en besluit dat er iets moet gebeuren. Ze komt in contact met de extremistische Andreas Baader (Moritz Bleibtreu) en beide vormen vanaf dat moment de 'Rote Armee Fraktion'.
